Publically Available Specification - PAS78
This publication, produced by the The Disability Rights Commission and British Standards Institution provides guidance to organisations in how to go about commissioning an accessible website from a design agency.

It describes what is expected from websites to comply with the UK Disability Discrimination Act 1995 (DDA), making websites accessible to and usable by disabled people.

PAS 78 is designed to help site commissioners (those who request web design services via a tender process) to ensure that they are able to commission accessible sites. It is intended to be a document that those commissioners can understand and  discuss with web project managers.

it is due to be replaced by 'BS 8878:2010 Web Accessibility Code of Practice Draft Proposals' sometime in 2010.
